Yeah, you’d think the implications of endless variations on “they were such nice boys, who would have ever thought they could do something like this/ordinary middle-class kids/members of the cricket team” etc might have percolated through a bit. But perhaps it’s something to do with loose thinking around what identity actually is: there is the kind of identity (such as name and address) that would be captured by ID cards, and then there is the kind of identity reported on with such certainty by the press (such as “terrorist”, “rapist”, “serial killer”, “paedophile” etc) which obviously wouldn’t be: the Government makes no effort to make such a distinction more clear. Can’t think why.
