There’s a rather strange story in last night’s Evening Times: SCOTLAND’s hooligans could be named and shamed in special leaflets dished out to their neighbours. This will apparently cut crime, because hooligans’ neighbours will discover that they’re living next to hooligans. I suspect that this might not come as a surprise to them.
