What we have here are the beginnings of something designed to enable robots to hunt down humans like a pack of dogs. Once the software is perfected we can reasonably anticipate that they will become autonomous and become armed.

Paranoia.
The military could do with packs of armed robot dogs for hunting down armed enemy soldiers. Makes sense. But why on Earth would the police use them against unarmed protestors, when using actual dogs would be about a zillion times cheaper?
